To be fair, the RN worked on the basis that far out at sea, there wasn't any need for fighters as there wasn't going to be any reasonable air threat. They were called fighters, but to be they were old, slow and would have lasted two minutes in a dogfight against any half-decent land-based fighter of 1941-42. The Royal Navy had things called Skuas and other aircraft. The Zero was the first naval fighter aircraft that was capable of taking on land-based fighters. No other navy had a fighter aircraft that was anywhere near as good. Later in the war, they became commonplace but before 1942, it was really only the Japanese navy that had effective carrier-borne fighters, in the form of the Zero.
